Having built a career on community-centric academic innovation, Dr. Williams is responsible for establishing the first formal relationship in the nation between an HBCU and a state-of-the-art, large-scale, community-embedded makerspace and leading groundbreaking research regarding the effectiveness and economic impact of a makerspace.

 Since coining the phrase “ingepreneurship” (inge… as in ingenuity) in 2017 as a framework for improving economic mobility in underserved communities, Dr. Williams has served academic advisor on two joint research studies with The Century Foundation and the Urban Manufacturing Alliance regarding manufacturing workforce development, launched Coppin State University’s Entrepreneurship and Innovation Certificate Program, founded the Coppin State University Center for Strategic Entrepreneurship, served as faculty advisor of award-winning student teams in local and national innovation competitions, and developed a trust-climate assessment instrument and “relational innovation” framework for collaborative economic development across cultural and geographic divides.


Dr. Williams holds a Ph.D. in management and organization from George Washington University with a primary concentration in organization behavior & development, and a secondary concentration in the management of science, technology, & innovation; a master's degree in human resource development from Johns Hopkins University in Baltimore, Maryland; and a bachelor's degree with majors in psychology, social science, and education from the University of Tampa in Tampa, Florida.

Dr. Williams also serves on the AAAS HBCU Making & Innovation Advisory Board, the Open Works (Baltimore) Board of Directors, and as President and Chair of the Urban Manufacturing Alliance.
